Elisa - thank you so much for reading and for your response. You make an excellent point, one that I wasn't able to quite put into words! (When you mention how this type of legislation could easily perpetuate racist attitudes).

A lot of white people here in the U.S. take for granted the fact that they "didn't participate in slavery themselves". No, of course not, but their grandparents and likely even parents benefited from and probably purchased segregated housing. That's decades of guaranteed housing and generational wealth that was just cut off from so many.
